Restoring Trust in City Hall: Integrity & Governance
Right from the day of inauguration, there shall be – as an official Kampala City policy – ZERO TOLERANCE to Corruption, ineptitude, waste and inefficiency. I undertake to lead and manage Authority efficiently and ethically.
The Plan
1. Entrench integrity in all spheres of public affairs
- Inculcate ethical, responsible, accountable and dependable leadership
- Bring discipline, order and efficiency in public service delivery
- Ensure all city offices function between 8:30 a.m. and 6 p.m. Monday to Friday
- Maintain 24/7 essential and emergency services
2. Strict vetting and professional standards
- No person with criminal record or pending cases will be employed by KCCA
- City Council law enforcement officers will be rigorously vetted and professionally retrained
- Redeemable officers will be retrained and redeployed
3. Forensic life audits for senior officials
- Lord Mayor, Deputy Lord Mayor, City Executive Officers and senior officials subject to annual forensic life audits
- Anyone found with illicit wealth shall resign or be fired and prosecuted
- Full cooperation with investigating and prosecutorial authorities
4. Transparent procurement and financial management
- Procurement system open to scrutiny 24 hours a day
- No person shall serve in procurement department for more than one year
- Monthly and ongoing audits in all departments
- Scientific performance review system for all city employees
5. Public accountability mechanisms
- 24-hour emergency toll-free numbers for reporting crime and corruption
- Monthly extraordinary, unrestricted and televised live Town Hall meetings
- Trace, locate, seize, repatriate and restore stolen public resources
- No sacred cows - everyone will be held accountable
We shall fortify the principles of democracy, constitutionalism, the rule of law and social justice to strengthen individual freedom and popular sovereignty.
